«Trends and outlook for development of business aviation and general aviation markets in Russia»

REPORT

The Forum «Trends and outlook for development of business aviation and general aviation markets in Russia» was held within the frameworks of the business program of MAKS 2009.Representatives of state authorities and leading aviation enterprises took part in the event.

Vladimir Yu. Borisov, General Director of AVIASAON JSC opened the event with his greeting speech and the greeting message by Sergey M. Mironov, Chairman of the Federation Union of the RF Government. Valery M. Okulov, Vice Minster of Transport, reported on main directions in creating favorable conditions for business aviation and general aviation development. Alexander P. Bobovnikov, Head of Zhukovsky Administration, congratulated graduators of Zhukovsky Pilot School and provided them with certificates.

The first session of the forum was devoted to the state control over business aviation and general aviation activities. It included the following reports:

• Perspective of changes in the legislative and regulatory system of business aviation and general aviation (by Andrey G. Shmyrev, Deputy Director of Department of State Policy in Civil Aviation of the RF Ministry of Transport),
• Airspace usage arrangements (by Yuri P. Tokarev, Chief of Air Control Service of the Federal Service on Aeronavigation)
• Joining to Capetown Convention and registration of business and general aviation aircrafts on the territory of Russia (by Vitaly D. Bodrunov, Expert of the State Duma)
• Expanding of local air lines in out-of-the-way regions (by Robert S. Tilles, member of the Expert Board of the Committee on Industry of the State Duma)
• Supportive measures for regional and local air lines (by Denis I. Pavshinsky, REGION-AVIA General Director).

The second session of the event reflected topics on the business and general aviation market development. It included the following reports:

• International experience in arrangement of flights of business and general aviation aircrafts (by Leonid E. Koshelev, Chairman of RUBAA)
• Implementation of automatic dependent surveillance in Russia (by Sergey G. Pyatko, Director of AERONAVIGATION State Scientific Research Institute)
• Training Center of air and ground crews for general aviation in Zhukovsky (by Vasiliy I. Achrameev, Deputy Director of Gromov Flight Research Institute, Valery P. Kuzmichev, Chief of Myasischev EMBE, Anastasya A. Miroshnichenko, General Director of AVIAPERSONNEL HR Agentcy)
• Range of services for general aviation in Smolensk region (by Vyacheslav V. Ryzikov , HYDROMETPRIBOR General Director, Alexander M. Miroshkin, General Director of Smolensk Aviation Plant, Nikolay V. Tzarev, Head of ROSTECHNOLOGY representative office in Smolensk region)
• Construction, flight testing and certification of light airplanes and helicopters in Gromov Flight Research Institute, Zhukovsky. Perspectives of Technopark at Ramenskoye airfield (by Vasiliy I. Achrameev, Ildus H. Kiramov, Chief of GFRI Certification Center)

As an outcome of its work the forum has adopted the resolution:

• To issue an appeal to the RF Ministry of Transport aimed at development and implementation of new Federal regulations, instructions and procedures in air management that correspond to international standards and ICAO practice for private flights, clear procedure of aircraft certification and registration; creation of Technoparks and Business Incubators; preferential credits and financial support to Russian manufacturers of general aviation aircrafts; development of infrastructure of local and regional airports, after-sale maintenance and support system for Russian and foreign aircraft; net of training schools.
• To offer to the RF Government the programme of reconstruction of local air lines in out-of-the-way regions in Siberia, Far East and Extreme North based on the initiative of Sakha (Yakutia) Government.
• To apply to the RF Government, Ministry of Finance, Ministry of Industry and Trade for development and implementation of preferential crediting, leasing and taxation.
• To support the initiative of Zhukovsky Administration on creating of Flight Technical Training Center in framework of the national programme.
• To form a team intended for regulatory and legal provision of the general aviation complex in Russia.
